As used in this chapter:
(a) "Fill project" shall mean the depositing, removal, redistribution or placement of soil on land in a manner which alters the pre-existing contour or elevation of said land.
(b) "Soil" shall mean topsoil, clay, sand, gravel, rock, stone, aggregate, earth or any other similar materials. Said soil shall be free from litter, debris, rubbish, organic material, stumps, crushed concrete, refuse and similar materials.
(c) "Village" shall mean Village of Wolverine Lake.
