Refrigeration Journeyman licenses shall expire one year from the date of issue, and unless renewed within sixty days thereafter, shall be considered revoked until the holder thereof has submitted the required application and been certified as specified hereinbefore. No person whose license has expired shall install, alter or service any refrigerant containing part of any refrigerating system.
