No person shall install, alter or service any refrigerant containing part of any refrigerating system without first securing a Refrigeration Contractor license therefor. Such licenses shall be issued by the Building Inspector of the Village of Wolverine Lake to qualified applicants, after the payment of a fee, in accordance with the recommendation of the Board of Examiners. Persons not licensed as contractors under the provisions of this chapter shall not arrange to install, alter or service any refrigerant containing part of any refrigerating system on a contractual basis, except that this may be done where a clause is made part of the contract with the purchaser designating the licensed Refrigeration Contractor who will obtain the necessary permits and perform the contracted-for work.
