850.03  IDENTIFICATION CARD; APPLICATION; EXCEPTIONS; DURATION; TRANSFERABILITY; FEES AND INVESTIGATION.
   (a)   No Person shall act as a Peddler or as a Solicitor within the Village without first obtaining an Identification Card in accordance with this Chapter. A Canvasser is not required to have an Identification Card, unless otherwise requested by the Canvasser. An Identification Card, which shall be carried and displayed, as set forth herein, at all times, shall bear the name and address of the person, issuance and expiration dates, type and location of activities and a picture. An Identification Card does not constitute an endorsement by the Village of the subject activity.
   (b)   Any person may apply for one or more Identification Card(s) by completing an application form at the Village of Wolverine Lake Clerk's Office, during regular office hours.
   (c)   Any person applying for an Identification Card must provide the following information:
      (1)   Name of applicant.
      (2)   Number of Identification Cards requested.
      (3)   The name, physical description and two (2) photographs (2 inches x 2 inches) of each person for which an Identification Card is requested. A driver's license, state identification card, passport, or other government issued identification card containing this information must be provided.
      (4)   The employer of the applicant and length of time of such employment.
      (5)   The permanent and local address, if any, of the applicant.
      (6)   The permanent and local address, if any, of each person for whom an Identification Card is requested.
      (7)   A description sufficient for identification of the subject matter and method of the activity in which the applicant will engage, including the name and permanent address of the business offering the subject event, activity, good(s) or service or the name and permanent address of the person for whom donations (or proceeds) are accepted.
      (8)   Date and place of birth for each person for whom a card is requested and the social security number, if available, for such person.
      (9)   A list of all infraction(s), offense(s), misdemeanor and/or felony convictions of each person for whom an Identification Card is requested for the seven (7) years immediately prior to the application. A waiver to perform a criminal background search shall be provided by the Village which must be signed by each person for whom an Identification Card is requested.
      (10)   A declaration by the applicant whether he or she is required by local, State or Federal Laws to register as a sex offender.
      (11)   The motor vehicle make, model, year, color, and state license plate number of any vehicle which will be used by each person for whom an Identification Card is requested, as well as certificates of insurance for automobile, general liability and/or worker compensation coverage as pertinent.
      (12)   The mailing or web-site address where residents having subsequent questions can go for more information.
      (13)   Any other information the applicant wishes to provide, including copies of literature to be distributed, other municipal references, and the like.
   (d)   This Chapter shall not apply to a Federal, State or local government employee or a public utility employee in the performance of his or her duty for his or her employer.
   (e)   Identification Cards may be issued effective for up to six (6) months. An Identification Card issued under this Chapter is non-transferable.
   (f)   An application for an Identification Card shall be accompanied by a fee. Such fee shall be established by resolution of the Village Council. No fee shall be charged to:
      (1)   Village of Wolverine Lake merchants, representatives and charities engaging in year-around business with a permanent location in the Village.
      (2)   Any honorably discharged veteran who is a resident of this State and who has obtained a Veteran's License from a County Clerk within the State of Michigan.
   (g)   Upon receipt of an application for an Identification Card, the Village shall investigate as to the truth and accuracy of the information contained in the application. If the Village has not completed this investigation within forty-eight (48) hours provided in this Chapter, the Identification Card will be issued, subject to administrative revocation upon completion of the investigation.
