An ordinance granting a non-exclusive franchise may be adopted only after publication of the fact that the ordinance in its adoptable form will be available during business hours for inspection by the public in the Village of Wolverine Lake's Clerk's Office. Adoption of said ordinance cannot take place within four weeks of the date of said publication.
