No person shall leave any dead animal or decaying substance uncovered, so as to create an unsanitary condition or breed disease, or cook in the open air, or in any tent and leave the refuse of such cooking unburied, or in any way disobey the order of the County Board of Health as the same may be made from time to time by said Board.
