656.06  NOISE CREATING ACTIVITIES.
   No person shall engage in the following noise creating activities:
   (a)   Radio and Musical Instruments, Etc.  The playing, using, operating, or permitting to be played, used or operated, radio, "boombox", receiving set or musical instrument in a parked or moving motor vehicle (including motorcycles and mopeds), so as to produce sound that is plainly audible at a distance of fifty feet from the building, structure, or vehicle;
   (b)   Construction Noises.  The erection (including excavation therefor), demolition, alteration or repair of any building, and all other construction activities on Sundays or Saturdays except between the hours of 9:00 a.m. and 6:00 p.m., and on other days except between the hours of 7:00 a.m. and 8:00 p.m.
   (c)   Weapons and Explosives.  The use of weapons, firearms, fireworks or explosives, which unreasonably disturbs other persons in the vicinity.
   (d)   None of the terms or prohibitions set forth in subsection (a) or (b) hereof shall apply or be enforced against:
      (1)   Emergency vehicles.  Any police or fire vehicle or any ambulance, while engaged upon necessary emergency business;
      (2)   Highway and utility maintenance and construction.  Necessary excavations in or repairs of bridges, streets or highways, or any public utility installation by or on behalf of the Village, or any public utility or any agency of the State during the night or on Sunday, when the public safety, welfare and convenience necessitates the performance of the work at such time;
      (3)   Publicly permitted events.  Noise or sound emanating from publicly sponsored or publicly permitted concerts, sporting events, parades, speeches, activities, events, or other gatherings.
