420.01  OVERNIGHT PARKING IN WINTER.
   (a)   Parking Between November 1 and March 31.  No person shall park or allow to remain parked and any vehicle on any public street or way within the Village of Wolverine Lake from 2:00 a.m. to 6:00 a.m. from November 1 through March 31 of the following year.
   (b)   Citation; Impoundment.  Vehicles parked in violation of this section shall be subject to the receipt of a parking violation citation.  Vehicles parked in violation of this section which, in the opinion of the Village of Wolverine Lake Police Chief or his or her designee, interfere with snow plowing efforts of the Village of Wolverine Lake may be impounded and no person shall recover any vehicle removed pursuant to this section without first paying the cost of removal and the cost of storage.  Any payments required by this section shall not be construed as a penalty so as to preclude prosecution for violation of any of the provisions of this section.
   (c)   Hardship Permit.  Individuals anticipating a hardship in complying with the terms of this section may contact the Village of Wolverine Lake Police Chief or his or her designee and request a hardship permit the terms of which are to be determined solely within the discretion of the Chief of Police or his or her designee.
   (d)   Prima-Facie Evidence.  In any prosecution in relation to a vehicle parked in violation of this section, proof that the particular vehicle described in the parking citation was parked or left in violation of a provision of this section, together with proof that the defendant named in the complaint was at the time the registered owner of said vehicle, shall constitute prima-facie evidence that the defendant was the person who parked or left the vehicle in violation of this section.
