The function and purposes of the Water Management Board shall be the following:
(a) The Water Management Board shall act and serve in an advisory capacity to the Village Council.
(b) The Water Management Board shall investigate and make recommendations to the Village Council on water management issues affecting the safety, health and recreational opportunities of Village residents and visitors.
(c) The Water Management Board shall review and make recommendations on matters affecting lakes, wetlands and aquifers in the Village. The Board, in its studies, shall make recommendations aimed at preserving to the highest reasonable degree possible and, where possible, improving the quality of, the waters within the Village. Issues affecting related matters such as wells and storm water shall also be under the purview of this Board.
