(a) Employment and Contracts. Unless the Council shall, by unanimous vote of all members eligible to vote, which vote shall be recorded as part of its official proceedings, determine that the best interests of the Village shall be served by doing otherwise, the following relatives of any elective or appointive officer are disqualified from being employed by, or contracted with, the Village during the term for which said elective or appointive officer was elected or appointed: spouse, child, parent, grandchild, grandparent, brother, sister, half-brother, half-sister or the spouses of any of them. All relationships shall include those arising from adoption.
Elected or appointed officers so related to any potential employee or contractor with the Village shall abstain from voting in such matters.
This section shall in no way affect relatives who are bona fide employees of or contractors with the Village at the time of the election or appointment of said Village officers.
For the purpose of this section, membership on a Village board or commission in and of itself shall not be considered as employment by the Village.
(b) Appointments. Members of Council related to any applicant or nominee for appointive office in the Village, said relationships outlined in subsection (a) hereof, shall abstain from voting in such matters.
