210.01  PROCLAIMING A STATE OF EMERGENCY.
   In times of public danger or emergency, or during a time of great public crisis when the public health, safety, welfare or any person or property is imperiled, or in times when the maintenance of law and order is imperiled, because of disaster, rioting, civil disturbances or other similar public catastrophe, or when there is reasonable apprehension of public danger or emergency, or of great public crisis, or of the public health, safety, welfare or any person or property being imperiled, or when there is reasonable apprehension of jeopardy to the maintenance of law and order because of impending disaster, rioting, civil disturbances or other similar public catastrophe, the President of the Village may proclaim a state of public danger or emergency, and designate the area or areas within the Village involved.  In the absence of the President of the Village or in the event of his or her disability, the Village Administrator shall have the powers and authority herein given to the President of the Village.  If neither the President of the Village nor the Village Administrator is able or available to exercise such powers and authority, the Village Council, either at a regular or special meeting, shall have such power and authority.
