(a) In the event of an apparent emergency, endangering the public peace, health, and safety of the Village, the Administrator may purchase directly any supplies, materials, or equipment which he or she deems necessary during the duration of the apparent emergency. Within one week from the date of the purchase, the Administrator shall send a written detailed explanation of the emergency and of the purchases made during said emergency to the Clerk. Such report shall be made a part of the minutes of the next Council meeting.
(b) In the event of an emergency, endangering the public peace, health and/or safety of the Village, any department head, with the approval of the Administrator, may purchase directly any supplies, materials, or equipment, the immediate procurement of which is necessary to the continuation of the work of the department. Within one week from the date of the purchase, the department head making such purchase shall send a written detailed explanation of the emergency and of the purchase made during said emergency to both the Administrator and the Clerk. Such report shall be made a part of the minutes of the following Council meeting.
(c) The Administrator shall have the power to make any additional rules and regulations concerning emergency purchases which he or she deems necessary.
