Purchases of supplies, materials or equipment, the cost of which is less than one thousand, five hundred dollars ($1,500), may be made in the open market, but such purchases shall, where practicable, be based on at least three competitive bids, at least one of which shall be made by a local firm or individual if such is possible. Purchases shall be made from the lowest responsible bidder, as defined in Section 208.06. The Purchasing Agent may solicit bids verbally or by telephone, or may contact prospective bidders by written communication. Where bids are solicited by written communication, a request for such bids shall also be posted in the Village. A record of all open market orders and bids submitted thereon shall be kept for six months and shall be available for public inspection. Any or all bids may be rejected. Such bids may be waived, however, if the Purchasing Agent determines no advantage would result.
