Sec. 13.2 DEFINITION OF PUBLICATION, MAILING OF NOTICES.
   The requirement contained in this Charter for the publishing of ordinances or the posting of notices shall be met in the case of ordinances by publication of the ordinances within fifteen (15) days of the passage of the ordinance in a newspaper circulated in the Village and in the case of notices by posting of the notice in a public place in the Village Hall. A certification of the Clerk stating the time and place of such publication shall be prima facie evidence of such publication.
   In any case in which this Charter requires the mailing of notices, the affidavit of the officer or employee responsible for such mailing that such notice was mailed shall be prima facie evidence of such mailing.
