At the first meeting in each year, the Board of Review shall elect one of its members as Chairman. The Assessor shall be Secretary of the Board of Review and shall attend all meetings, but shall not have power to vote. He shall keep a permanent record of all proceedings, and enter therein all resolutions and decisions of the Board. Such record shall be filed with the Village Clerk within thirty days after the adjournment of the Board of Review.
The members of the Board of Review shall take the constitutional oath of office prior to assuming their duties as members of said Board. For the purpose of reviewing and correcting assessments they shall have the same powers and perform the functions that are authorized by general tax law and conferred upon Boards of Review in townships. The Board shall hear all complaints of persons considering themselves aggrieved and shall make such corrections in the assessment roll as it deems just and equitable.
