The Board shall convene on the first Monday in May of each year at such place as the Council shall designate and shall remain in session for at least four hours for the purpose of reviewing and correcting the roll and hearing the public, and shall hold such additional sessions as may be necessary to complete its duties.
A majority of the members of the Board shall constitute a quorum.
