The Board of Review shall be composed of three (3) freeholders of the Village who shall meet the eligibility requirements contained in this Charter; and who during their term of office shall not be Village officers or employees or nominees or candidates for elective Village office. One member of the Board shall be appointed by the Council for a term of three (3) years, one to serve for two (2) years, and one to serve for one (1) year. Thereafter the Council shall annually in the month of April, appoint one member to replace the one whose term of office expires.
