The functions and duties of the Treasurer shall be as follows:
(a) He shall have custody of all moneys of the Village and all evidences of indebtedness to the Village or held in trust by the Village.
(b) He shall collect all moneys of the Village the collection of which is not provided for elsewhere by this Charter or ordinance. He shall receive from other officers and employees of the Village all money belonging to and receivable by the Village that may be collected by them including fines, license fees, taxes, assessments and all other charges. All money shall be turned over to the Treasurer promptly after collection or receipt and he shall in all cases give a receipt therefor.
(c) He shall disburse all Village funds in accordance with the provisions of statute, this Charter and procedures to be established by the Council.
(d) He shall have such powers, duties and prerogatives in regard to the collection and custody of Village taxes as are conferred by statute upon township treasurers in connection with State, County, Township and school district taxes.
(e) He shall perform such other duties as may be prescribed for him by this Charter or by the Council.
