The Village shall have the power through its governing body to exercise control over all public roads, waterways, public areas, parks, easements, and drainage facilities within the boundaries of the Village and to adopt and enforce all acts, ordinances and codes necessary for the advancement, prosperity, health and welfare of the municipality and its inhabitants.
