(A) It is the purpose and intent of the Board of Trustees of the town, immediately to begin preparation of and to adopt a general plan that will provide for the development of an orderly, attractive, efficient and healthful town and it is further intended that a comprehensive zoning ordinance shall be prepared and adopted to implement the general plan. The preparation of such an ordinance will require considerable time for surveys, investigations and studies before such regulations can be prepared and adopted.
(B) During the time that such comprehensive zoning regulations are being prepared, it would be injurious to the public health, safety, morals and general welfare that the regulations are intended to promote, to permit the indiscriminate location and conduct of certain activities within the residential areas of the town, or to permit the overcrowding of land with buildings for residential purposes, or to permit the projection of buildings into yard areas needed to provide light, air and open space for the occupants or inhabitants thereof. The regulations set forth herein are to promote the public health, safety, morals and general welfare by protecting existing land use from incompatible development and provide the town a means to supervise its own growth.
