§ 8-3-1 LIBRARY SERVICE.
   (A)   It is the desire of the governing body of the town to provide good library service to town residents, by participation in a multi-county public library system organized under the State Library Code, 65 O.S. §§ 101 through 106, as amended, and financed according to the provisions of the statutes and of Article X, § 10A, Oklahoma Constitution.
   (B)   The town is located within a public library system served by the southeastern public library system of the state, established and created under the State Library Code and approved by the State Department of Libraries.
   (C)   The governing board of the library system consists of members appointed from each county, including one member appointed by the governing body of each city of 2,000 or more population according to the latest federal census, as provided for in the State Library Code.
   (D)   The town will maintain suitable quarters for the public library as a branch of the multi-county library, and provide maintenance and necessary utility services of the library quarters and may from time to time at its option appropriate funds for the operation and/or improvement of said public library.
