No street within the corporate limits of the town, will be cut, broken or dug into, in any manner whatsoever, without the person, firm or corporation desiring to so disturb the street, first applying to the Town Clerk for a permit to so cut, break or dig, over and under the street. Such application by any such person, firm or corporation shall be in writing and shall designate the exact location and the exact dimensions and exact purpose of making such cuts or breaks in any of the town streets. The application shall be filed with the town and the fee shall be paid in such sum as set by the town.
