§ 158.11 MAINTENANCE.
   Maintenance of signs shall be required, according to the following standards.
   (A)   The owner of a sign and the owner of the premises on which such sign is located shall be jointly and severally liable to maintain such sign and its illumination sources (if applicable) in neat and orderly condition, in good repair, and in good working order at all times, to replace burnt-out light bulbs, and to prevent the development of any rust, corrosion, rotting, peeling of paint or other deterioration in the physical appearance, structural integrity or safety of such sign.
   (B)   The owner of any sign regulated by this code shall be required to have properly painted or finished all parts and supports of the sign when necessary, unless the same are galvanized or otherwise treated to prevent rust or deterioration.
   (C)   Nothing in this section shall be construed to permit as “maintenance or repair activities” the changing of a sign face by replacement or repainting of copy with new copy, except for the changeable portion of changeable copy signs.
