No person occupying a camp car or trailer shall remove the wheels or any similar transporting devices therefrom or otherwise permanently fix it to the ground in a manner that would prevent the ready removal thereof, unless a permit to do so is obtained from the Building Commissioner. Any such alteration shall be construed as converting the trailer into a residence building subject to the requirements of the zoning, building and other ordinances of the village relating to the construction, use and occupancy of residence buildings and the lot or plot of ground where such buildings are located.
