Unless otherwise provided in this chapter, fences, barriers and planting screens may be located along the property lines in required yards or within the buildable area of the lot, provided no fence, barrier or planting screen shall be erected in the public right-of-way, except those fences erected for the purpose of insuring public safety by a public body having proper authority.
