No fence or planting screen shall be constructed without first obtaining a permit from the Building Inspector. Applications for such permit shall include the following information:
(A) Name and address of the property owner;
(B) A diagram of the property showing the location of the proposed fence;
(C) A description of the proposed fence including the height thereof; and
(D) For planting screens and similar barriers, a planting plan and list of plant materials including their common name and size.
