§ 153.105 ARRANGEMENT.
   (A)   The arrangement of roads shall provide for the continuation of roads between and to adjacent properties when such continuation is necessary for convenient movement of traffic, effective fire protection, and for the efficient provision of utilities. If the adjacent property is undeveloped, a temporary cul-de-sac shall be provided and the right-of-way shall be extended to the boundary line of the proposed subdivision.
   (B)   A temporary "T" shaped turnaround may be provided on all temporary culs-de-sac with a notation on the subdivision plat that land outside the normal right-of-way shall revert to the adjacent landowners whenever the road is extended.
