(A) All community water supply and distribution facilities required and constructed under the provisions of this chapter shall be dedicated to the village.
(B) It is presumed that developers will proceed in accordance with the master plans for sewer and water in the village. In those instances where implementation of the master plan will not begin in the immediate future, interim plans may be considered provided they are in compliance with the Comprehensive Plan and an agreement is executed with the village.
