The design of each subdivision shall take into consideration the capacities and limitations of topography, drainage, soils, and other features of the site. The use of lands unsuited to development because of, but not limited to, flood, inundation, soil series, and soil character shall not be approved unless the development of said lands shall meet the requirements of the agencies concerned. Guarantees in connection with said lands may be required.
