§ 130.12 VAGRANCY.
   (A)   It shall be unlawful for any mendicant or vagrant to frequent any depot, store, theater, street, alley, sidewalk, park or other public place or places frequented by the public in the village.
   (B)   Any person soliciting personal charity or gifts for himself shall be considered to be a mendicant.
