No license to operate a taxicab in the municipality shall be issued unless and until the public vehicles board shall certify that the public need for taxicab service requires the additional service to be rendered by the applicant. In deciding this question, the board shall consider the need of the public for taxicab service, the number of cabs in operation, and the anticipated future demands.
