It shall be unlawful to keep or store any junk as mentioned in § 119.01, or to establish or maintain any junk yard in the village unless the written consent of the owners of a majority of the property within a radius of 1200 feet from the premises to be so used is first obtained and filed in accordance with the code provisions relating to frontage consents.
