All applications for licenses, and all renewals of licenses to conduct a restaurant, coffee house, or ice cream parlor shall be referred to the county health department and the village health officer who shall make or cause to be made an investigation of the premises to be used, and report these findings thereon, recommending or advising against the issuance or renewal of the license.
