This chapter shall be liberally construed to give effect to its purposes, which are as follows:
(A) To shift the burden of liability for threatened or actual hazardous substance incidents from the taxpayers of the village to those persons defined as liable hereunder; and
(B) To deter potentially liable persons from allowing hazardous substance incidents to occur; and
(C) To protect the safety and living environment of the residents of the village.
