Notwithstanding any of the aforesaid, any person, firm, or corporation shall be allowed to conduct bingo games within the village limits so long as said person, firm, or corporation possesses a state license for conducting said games and does not conduct said games in any manner offensive to the citizens of the village. Before any person, firm, or corporation shall advertise or erect a sign announcing the operation of bingo games, such person, firm, or corporation shall obtain a permit from the village.
