No person shall park any vehicle in parking lots of the parks beyond the normal closing hour of the park system of 10:00 p.m. except where an individual is attending a function where permission has been granted for a later closing hour by the village and specified herein. In no event shall any car, except park vehicles, be parked in any parking lot beyond 11:30 p.m.
