§ 98.46 EQUIPMENT.
   No person shall drive, move, or cause or knowingly permit to be driven or moved, in the park system, any motor vehicle which is in such unsafe condition as to endanger persons or property, or which does not contain two headlights, tail lights, brake lights, brakes adequate to control the movement of and to stop and hold the vehicle, a horn, a muffler to prevent excessive or unusual noise and annoying smoke, a rear view mirror, windshield wipers, and such other equipment necessary for the safe operation of the vehicle, all in good working order and constant operation (except motor bicycles or motor scooters and only if they meet the other safe driving conditions specified) unless approved by the President and Board of Trustees.
