No person shall operate any vehicle upon a parking lot or roadway in the park system negligently, heedlessly, and without due caution or in a manner so as to endanger, or be likely to endanger any person or property. All vehicles shall be driven on the right side of the roadway except on one-way roadways open to travel whenever possible, or except when carefully passing another vehicle.
