No person shall offer or exchange for sale any article or thing; do any hawking, peddling, or soliciting; buy or offer to buy an article or thing; or do any soliciting, taking up any collections, or receiving contributions of money or anything of value in the park system except as herein permitted or when authorized to do so by permit from a contract with the Board of Trustees.
