§ 98.26 PICNICS.
   (A)   It shall be unlawful for persons to assemble in or upon the Village Park or the Community Center building except according to the rules established by the Village Board and the Recreational Director. No person shall scatter, throw, or deposit any paper, food, or waste material upon the grounds of the park or in the Community Center.

   (B)   Picnics requiring fires may only be held in those areas where fireplaces, stoves, or pits have been provided for that purpose, and upon issuance of a permit by the park.
   (C)   Picnic permits required under division (B) shall be issued to groups or organizations who conduct the business of their organization within the village. Permits shall be issued to individuals or family groups who are predominantly village residents up to 50 in number. In the case of the latter group exceeding 50 in number, approval must be given by an authorized village official. All permits are subject to divisions (B) and (D).
   (D)   Individuals or organizations holding permits and dispensing food, soft drinks, dairy products and confections, or any products may do so only in the area designated by an authorized village official. In the event the dispensing of the aforementioned products is by sale, they may only be sold to the members of the organization attending the function and not to the general public except by written permit from an authorized village official.
   (E)   Village residents under 15 in number may picnic without a permit at parks or grounds provided they are not violating division (B) and (D).
   (F)   Events sponsored by the parks in conjunction with their supervised recreation program shall be exempt from the aforementioned restrictions.
