(A) The Board of Health, Health Officer, or member of the Police Department shall keep an accurate record of expenses incurred in abating the nuisance on each parcel of real estate and this expense shall become a lien upon the real estate effected. The lien shall be superior to all other liens and encumbrances except tax liens. Within 60 days after incurring the expense of abating the nuisance, the Board of Health, Health Officer, or member of the Police Department shall file a notice of lien in the office of the County Recorder of Deeds. The notice shall consist of a sworn statement setting out:
(1) A description of the real estate sufficient for identification thereof;
(2) The amount of money representing the cost or expense incurred and payable for the services; and
(3) The day and date when the expense was incurred by the village.
(B) After notice of lien is filed with the County Recorder of Deeds, the expense shall be a lien upon the real estate described therein from and after its recording until it is released as provided by law.
