All refueling operations or service stations at any marina or harbor shall be of the attended type only. Self-service for the pumping of any fuels shall be prohibited. It is also prohibited for any boater, marina operator, employee or any other person to use or allow the use of any hold-open clip or device of any type, to be used to hold open the nozzle of any fuel pump.
