§ 90.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ANIMAL. Any animal other than man which may be affected by rabies.
   BITE OR HAS BEEN BITTEN. Has been seized with the teeth or jaws of an animal so that the person or animal seized has been nipped or gripped or has been wounded or pierced and includes contact of saliva with any break or abrasion of the skin.
   CAT. All members of the feline family.
   DOG. Any animal, whether male or female, of any kind, age or description of the canine species which is more than two months old.
   DOG OR CAT AT LARGE. Any dog or cat not under the control of the leash of the owner or a member of his immediate family over ten years of age. If the animal is on the owner's property, it is at large if it is not contained on the property by means of a leash, fence, owner's supervision or other visible means of restraint to protect pedestrians on city sidewalks or parkways.
   KENNEL OWNER. The owner of six or more dogs at least two months, whether for pleasure or profit, breeding or exhibiting.
   LEASH. A cord, thong or chain, not more than ten feet in length, by which a dog or cat is controlled by the person accompanying it.
   LICENSE YEAR. Shall mean the period between the first day of May in any calendar year and the last day of April in the following year.
   OWNER. Any person who keeps or harbors a dog, cat, dangerous snake, dangerous reptile, or who has it in his or her car or acts as its custodian or who knowingly permits it to remain on or about any premises owned or occupied by him/her for a period of 30 days.
   PATIENT. Any person who has been bitten by an animal.
   PERSON. Any individual, firm, corporation, partnership, society, association, municipal corporation or political subdivision or any other business unit.
   VILLAGE. Shall mean the Village of Winthrop Harbor, Illinois.
   WARDEN. Person who is authorized by the Chief of Police to enforce this chapter.
   WILD ANIMAL. Any mink, muskrat, raccoon, skunk, weasel, bobcat, opossum, beaver, fox, hawk, eagle, coyote, deer, pheasant, wild turkey, lion, tiger, bear, or any other animal not civilized, savage, or not easily controlled.
