Unless recovery is prohibited by any state statute or local ordinance, any motor vehicle or part(s) thereof removed and impounded by the village pursuant to this subchapter may be recovered by the owner or operator thereof upon the payment of all costs incident to the removal and impounding of such vehicle or part(s) in accordance with the provisions of ILCS Ch. 625, Act 5, § 4-203. Payment of such recovery costs shall be in addition to the penalty that may be imposed upon conviction of a violation of this subchapter as hereinafter provided. A $25 per day storage charge shall be assessed by the village.
