It shall be unlawful to park a motor vehicle and leave the same unattended in or along the sides of any street or parkway in the village at any time from November 1 through April 1 of each year between the hours of 2:00 a.m. and 6:00 a.m. Any vehicle so parked and left unattended between said hours shall be towed away by the Police Department, and any towing charges thus incurred shall be charged to and paid by the owner of such vehicle.
