(A) All persons driving motor vehicles shall wear seat belts while the vehicle is in motion.
(B) All passengers in motor vehicles shall wear seat belts while the vehicle is in motion unless that person is an infant, in which case, the parent or other person caring for that child shall have the infant duly restrained in a proper, federally approved child seat while the vehicle is in motion.
(C) Any person violating any of the provisions of this section shall be guilty of a petty offense and shall be fined pursuant to the chart set forth herein below:
