All backfill material shall be clean, dry sand or granular backfill and shall be hand or mechanically tamped in layers not to exceed one foot each to a density equal to or greater than that of the adjacent original material, so that pavement can be placed immediately. Sand or granular material shall mean a fine granular material, free of silt, rocks, and other foreign material, capable of passing a #10 sieve and having a hardness of not less than 3.
