Unless otherwise directed or approved by the Superintendent or his representative, all sewer trenches and excavations shall be backfilled in the following manner: all piping shall be bedded and covered to a minimum depth of three inches over the top of the pipe with sand or approved granular material; the remainder of the backfill shall be free of clods, stones, frozen material, or other debris in excess of two inches in diameter.
