§ 52.041 CONSTRUCTION SPECIFICATIONS.
   (A)   All driveways and vehicle parking areas shall be constructed using concrete, asphalt, paving brick or comparable all-weather, dustless material of equal character and quality. No driveway or vehicle parking area shall be constructed or graded as to leave a step, sharp depression or other obstruction in any sidewalk. The grade of any driveway or parking area shall be as nearly as possible the same as that of any adjoining sidewalk. It shall be unlawful to construct or finish the surface of any driveway or vehicle parking area in any slippery or hazardous material, or to have the grade of the area adjoining a sidewalk vary from the grade of the sidewalk, or be other than level. It shall be unlawful to construct or maintain a driveway or vehicle parking area without installing an adequate culvert in the street adjoining such driveway or vehicle parking area, unless the street has curb and storm sewer. The minimum culvert shall be a 12-inch TY-1 corrugated riveted metal pipe, unless other specifications are approved or required by the Superintendent of Public Works, and shall conform to all other rules and regulations of the village.
   (B)   All concrete driveways shall be a minimum of five-inches thick and shall have wire mesh or rods approved by the Building Inspector for reinforcement installed not less than one inch from the bottom or less than one inch from the top of the concrete.
   (C)   All asphalt driveways shall be a minimum of two inches of asphalt compacted to one-and-a-half-inches thick over a six-inch base course of grade 9 gravel or equivalent material approved by the Building Inspector.
   (D)   All driveways constructed of paving bricks or blocks shall be installed over an eight-inch base course of compacted grade 9 gravel or equivalent material, and shall further conform to the Interlocking Concrete Paving Institute Specification No. 2, and the Building Inspector shall have the sole discretion to approve the specific installation in order to ensure stability, reliability and strength, given the widely-varying characteristics of soils found within the village.
