§ 52.021 HOUSE NUMBERING.
   (A)   All lots, buildings, and structures in the village shall be numbered in accordance with the following plan:
      (1)   On streets running north and south, the numbering shall begin at State Line Road, and 100 units allotted to each block, beginning with 100 at the first lot on the southwest corner of the intersection with State Line Road. Even numbers shall be on the west and odd numbers on the east side of the street, increasing towards the south.
      (2)   For streets running east and west, the numbering shall begin at what was formerly Lake Shore Drive. Even numbers shall be on the north side and odd numbers on the south side of the street, increasing towards the west.
      (3)   All numbers shall be designated according to the street upon which the lot faces as shown on the duly accepted and recorded plat thereof. On unsubdivided property, the numbers shall be designated in accordance with the house numbering plan on file with the Village Clerk.
   (B)   The Village Clerk shall keep a chart showing the proper street number of every lot in the village, which shall be open to inspection by anyone interested.
   (C)   It shall be the duty of the builder of every new house or new commercial building in the village to have placed thereon, in a place visible from the street, figures showing that number of the new house or commercial building. After occupancy of the house or commercial building, it shall become the owner's responsibility to maintain such figures placed on the building so as to be visible from the street. Any builder or owner of property who shall violate this section shall be fined $25 for the first offense, $50 for the second offense, $100 for the third offense, and $200 for the fourth and any subsequent offense.
